Visitors to the UAE are often surprised that some internet calls do not connect. Here is what to expect and how to stay in touch with home without surprises.

The rules in short

The UAE only allows internet voice and video calls through services licensed in the country. As a result, calling features in popular apps such as WhatsApp are generally restricted, and other calling apps may also be affected. The rules and how they are applied can change, so check before you travel if calls are important to you.

What keeps working

  • Messages, photos, videos and voice notes in WhatsApp, Telegram, iMessage and similar apps.
  • Email, maps, social media, banking and booking apps.
  • Regular phone calls and texts on your home SIM, which stays active alongside the eSIM (your home carrier’s roaming rates apply).

What may not work

  • Voice and video calls inside apps such as WhatsApp.
  • Some other internet calling services.

Because restrictions depend on the service and the network, we cannot promise that any particular calling feature will work on the eSIM. Plan to stay in touch by messages and voice notes, and use your home SIM for calls that cannot wait.

Tips for staying in touch

  • Agree with family that you will message rather than call while you are in the UAE.
  • Use voice notes — they work and feel close to a call.
  • For work meetings, check in advance whether the service your company uses is available in the UAE.

Frequently asked questions

Do WhatsApp calls work in Dubai?

Generally not: the UAE restricts many internet calling services, including calls in WhatsApp. Messages, photos and voice notes work normally.

Will my home SIM still work for calls?

Yes. Your home SIM stays active alongside the eSIM for regular calls and texts, charged at your home carrier’s roaming rates.

Can the eSIM make normal phone calls?

No. The Dubai eSIM is data-only and has no phone number.
